All the energy (both input and output)
relating to a "good quality" CHP is totally exempt
from the levy so long as the electrical output of the plant
is not exported via the national grid.
Climate Change Agreements Combined Heat and Power
Assessment Procedure
When Dairy Energy Savings Limited agreed
an energy savings target for the Dairy Sector with the Department
of Environment, Transport and the Regions (DETR) of a 10 percent
reduction in energy to 2010, it was agreed without the inclusion
for the potential of Combined Heat and Power (CHP) within
the sector. Therefore, within the Underlying Agreement (PP3.02),
Section 6.8, Obligations of Operator, it states that:
The operator shall ensure that an
appraisal is carried out of the potential for use, or additional
use, of combined heat and power in the facilities to which
this agreement applies. The appraisal shall be carried out
in accordance with a procedure specified by the Secretary
of State in a notice served on the operator. The operator
shall submit a report to the Secretary of State setting out
the results of the appraisal by no later than 30th
September 2002.
DETR have now issued us with their CHP
Assessment Procedure. Please find attached the following files
which constitute the CHP Assessment Procedure to be undertaken
for each facility in those sectors where account of CHP opportunities
has not been included in sector targets.
It is important to read the "read
me" sheet within the spreadsheet before completing the
questionnaire.
At this stage DES Ltd is only posting
this on the site for your information, the CHP Assessment
Procedure for the Dairy Sector will be carried out this summer
(August 2001).

DEFRA has now put on hold the CHP Assessment until further
notice, therefore, facilities currently only need to complete
stage 1 of the CHP asessment.
