90% Rule

The rebate from the levy will apply only to the energy used on a site that is processing milk, or processes that are technically linked to that process, therefore any part of the site that falls outside of this area will pay the full levy rate. However, to overcome a complex issues, whereby sub metering of the energy would need to be installed for most sites to separate out what is a covered and what is not, the levy allows for 10% of a site's energy to come from functions that are not milk processes.  

Thus, if a site's energy consumption is 90% or more used by the dairy function on site then the 10% that is not dairy will also attract the discounted levy rate.
